Parliament Passes New Customs Bill to Curb Smuggling and Boost Revenue

Parliament has passed the Customs Bill, 2026, introducing a modernized legal framework designed to overhaul the country’s customs administration, tighten border security, and maximize domestic revenue mobilization.

The new legislation consolidates various existing customs laws into a single, robust act. By aligning Ghana’s trade practices with international standards, the bill is expected to streamline clearance procedures, improve compliance among traders, and provide customs officials with stronger tools to combat smuggling and illicit trade.

The bill was introduced on Thursday, July 23, 2026, by the Minister for Roads and Highways, Kwame Governs Agbodza, on behalf of the Finance Minister, Dr. Cassiel Ato Forson. Following its first reading, it was swiftly referred to the Finance Committee for detailed scrutiny, as required by the 1992 Constitution and the Standing Orders of Parliament.

After the committee presented its report, the House approved the legislation. The Customs Bill will now be sent to President John Dramani Mahama for presidential assent before it can officially become law.
