Gov’t plan to tackle DStv decoder piracy

Member of the Parliamentary Select Committee on Information and Communication, Worlase Kpeli, who also serves as the independent MP for Afram Plains North, has welcomed the government’s plan to tackle the persistent issue of cross-border piracy of DStv decoders from Nigeria into Ghana.

His endorsement comes after the Minister for Communication, Digital Technology, and Innovations, Samuel Nartey George, announced on Monday, September 29, 2025, the formation of a multi-agency working group to address the problem.

According to the Minister, a stakeholder committee set up to review DStv’s pricing and operations in Ghana identified decoder piracy as one of the key challenges undermining the pay-TV market.

In an interview on Channel One Newsroom, Mr. Kpeli rejected claims of friction between the government and Multichoice, describing the ongoing dialogue as a constructive process with mutual benefits.

He emphasized that fighting piracy was a matter of national interest, arguing that stronger subscription numbers would not only benefit Multichoice but also contribute significantly to state revenue.

“If pirating is part of the problem, then we need to find solutions. It is not Multichoice’s gain to have curbed input into clamping down on piracy, but it is in the interest of the country that the more subscribers in Ghana subscribe to Multichoice, the more the revenue for Multichoice and the more taxes Multichoice will pay. I see it as a win-win situation for the government and Multichoice, which are the businesses,” he explained.
